my daughter just turned 6, she inherited this from her dad. over here in the states, you can buy a cream called GOLD BOND ULTIMATE w/ aloe. this has worked really well on her skin. i feel for you. but the good news is, he out grew this, i'm hoping she will ,too. good luck!

did you get the steroid cream from a doctor ? It has to be a low dose steroid cream. My daughter who is six months old has eczema I thought it was a hereditory thing because I have eczema but it turns out she has allergies and the way we found that out was the deremotologist kept noticing her scratch behind her ear and this along with the eczema is an indication of allergies. I would get your child to see a determotologist and set up an allergy test as well as this may be the same thing happening. My daughter was put onto a low dose steroid cream and we are stearing clear of what she is allergic too this really helped her eczema.
